Health Inspectors work to promote and protect public health within our several mandated programs under the Health Protection and Promotion Act R.S.O. 1990 Chapter H.7. The Public Health Inspector position is an integral part of the Ottawa Public Health Branch team. The following program areas are:
-Food Safety – Inspecting, evaluating and educating all food premises; using Hazard Analysis and Critical Control Points to identify risk; enforcing all relevant legislation;
-Rabies Prevention – Managing of suspected rabies exposures;
-Education – Providing Food Safety Training to become a Certified Food Handler;
-Infection Control: Outbreak Management – Investigating, monitoring, tracing and documentation of suspected and/or confirmed cases and contacts of infectious and communicable disease; inspecting Institutions and Child Care Centres;
-Environmental Hazards Investigations – Investigating health related environmental issues;
-Safe Water – Inspecting public swimming pools, wading pools, water sampling and interpretation of well water results.
Job Summary:
Responsible for monitoring and enforcing the maintenance of Provincially and Municipally legislated standards of public health protection, environmental sanitation and occupational health and safety; for helping to prevent and control the occurrence of communicable diseases and exposure to toxic chemicals and physical agents in the environment; and for promoting optimal health in our community.
Statement of Qualifications:
4 year Baccalaureate Degree in Environmental Health;
3-years experience in the field;
Certification in Public Health Inspection (Canada) C.P.H.I. (C);
The successful candidate will be required to complete a Police Record Check to the City of Ottawa’s satisfaction;
A valid Ontario unrestricted "G" class drivers license (or provincial equivalent) with no more than 6 demerit points accumulated.
Knowledge of:
Knowledge of Public Health Issues related to Environmental Health and Inspection;
Knowledge of municipal/ provincial legislated standards of Public Health including food control, environmental health and communicable disease control;
Skilled at inspecting, investigating and assessing food establishments, swimming pools, institutions and ensuring compliance with relevant legislation or reporting problems and recommending corrective action;
Design, organize, promote and deliver educational workshops/seminars;
Prepare reports, compile data and maintain records;
Participate in court actions/ and or inquests or appeal hearings, serving as an expert witness and/ or Provincial Offences Officer;
Undertake special projects as assigned.
Competencies and Skills:
Inspecting and evaluating all food premises, using Hazard Analysis and Critical Control Points to identify high, medium or low risks; swimming pools, institutions; other premises and/ or health related environmental issues;
Establishing an inspection schedule for each premises based on risk status;
Designing, organizing, promoting and delivering professional educational services and participating directly in the development of complex resource and promotional materials and activities;
Intervening in, proposing and/or ordering the implementation of necessary corrective and control procedures in potentially health hazardous situations;
Investigating, monitoring, tracing and documentation suspected and/ or confirmed cases and contacts of infectious and communicable disease and ensuring where necessary that thigh risk cases are excluded from working or participating in sensitive or potentially health hazardous situations;
Enforcing all relevant legislation, issuing Provincial Offence Notices as a designated Provincial Offenses Officer and testifying as a primary or expert witness in court actions, appeal hearings, and inquests;
Advising, reviewing and/ or approving architectural plans for existing and proposed food premises and other establishments;
Providing a telephone service to the community to handle inquiries or complaints of a public health nature and to initiate corrective action and/ or to recommend alternative courses of action when Public Health Inspection is inappropriate;
Bacteriological sampling and interpreting laboratory results and recommending appropriate actions;
Preparing reports, compiling data and maintaining records in accordance with appropriate standards and practices;
Liaising, consulting with and advising other departments, agencies, professionals, internal and external committees, health unit personnel and the community on public health matters;
Proposing and participating in relevant environmental health research projects;
Participating in the planning and evaluation of new and existing Public Health Programs;
Providing emergency and/ or environmental health and safety services requiring the use of computer researching such as C.C. Info Line and other specialized equipment;
Coordinating, guiding, supervising and/ or teaching, field and educational experience to various professional students and other staff as designated.
Language:
Oral fluency, reading and writing ability in English.
