Application Deadline : 10-May-08 Type of Contract : SSA Languages Required : English Russian Starting Date : (date when the selected canditate is expected to start) 01-Jun-2008 Duration of Initial Contract : 28 working days within 5 months period Expected Duration of Assignment : 28 working days Refer a Friend Apply Now Background Beneficiary * The Customs Service of Ukraine (UA SCS) and the State Border Guard Service of Ukraine (UA SBGS) Contracting Authority * United Nations Development Programme (UNDP) Relevant Country Background The Moldova-Ukraine State Border is 1,222 km long, consisting of 955 km of green border and 267 km of blue border. There are 67 official border crossing points along the Ukraine border, including international, inter-state and local ones. At the Moldova-Ukraine border, a section of 472 km is under control of the so-called Transnistrian authorities, including 25 official crossing points (5 international, 8 inter-state and 12 local). There is an internal / administrative “boundary” between the so-called Transnistria and Moldova proper (which is basically the Dniestr River) where 14 Internal Customs Control Posts have been established. Moldovan border guards do not control this “internal boundary”. In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. The initial duration of the EUBAM was 2 years. Its mandate has been extended for further 2 years until end of November 2009. UNDP is the European Commission’s implementing partner in this endeavor. EUBAM’s mandate is, amongst others, helping to enhance the capacities of Moldovan and Ukrainian services to adequately ensure customs and border controls and border surveillance along their common border. The project proposal comes from the identification of the need to improve procedures and skills in relation to utilising risk based, intelligence led approaches in enforcement work. To assist in achieving this EUBAM has procured i2 Analysts Notebook and a suite of enhancements including Pattern Tracer, I-Bridge and other components to enhance the analytical capacities of the Risk Analysis functions in UA SCS and UA SBGS. The Analytical Software Expert /Trainer will design and deliver training to users of the software (at their place of work at different locations in Ukraine, namely Kiev, Kotovsk, Mogilev Podolsky and Odessa). The training will aim to equip practitioners with the skills needed to make effective use of the analytical software that is being provided. Current state of affairs in the relevant sector: i2 analytical software (Analysts Notebook and other elements of the i2 suite) have been provided to the risk analysis departments of UA SBGS & UA SCS. To date no training in the use of these tools has been delivered. There are approximately 45 users in UA SCS and a similar number in UA SBGS. Duties and Responsibilities The Analytical Software Expert /Trainer will deliver a training course and follow up tutoring in Analysts Notebook and related tools to practitioners from UA SCS and UA SBGS. Specific objectives of this contract are as follows: * To devise a short course (approximately 5 working days) to be held at the place of work of the users or at a suitable training facility of UA SCS and UA SBGS in Analysts Notebook and related tools. The training should feature the theoretical base as well as practical exercises and should be reinforced by mentored audit visits to businesses. * To train up to 20 customs and up to 25 border guard officers in total. The trainees will, once trained, act as a resource and point of contact where officers can seek and get advice and help on Analysts Notebook and related tools. * To devise and deliver training materials to accompany the training. * To collaborate with the staff of the risk analysis units and training units of UA SCS and UA SBGS and share all training material with them. * To prepare resource materials to equip the trainees. Results to be achieved by the Consultant The Consultant will: * Deliver three 5-days training course for Ukrainian border guards and 5 days training course for Ukrainian customs officers deployed at the borders of Moldova and Ukraine, Regional offices and inland clearance depots in Analysts Notebook and related tools. * Produce course notes, course materials and practical exercises that will be part of the training and will be available for use in future training events by the training units of UA SCS and UA SBGS * Prepare capable officers in the risk analysis units of both services * Produce a report that includes an evaluation of the training and recommendations for future work needed. Assumptions and Risks Assumptions underlying the project intervention * UA SCS and UA SBGS will remain prepared to approximate their services towards EU standards and will provide sufficient logistic support to the consultant. * UA SCS and UA SBGS will allow appropriate access to the consultant to premises, systems and personnel. * Legal and other regulatory frameworks are in place to support and enable the work in hand. Risks * Failure to adequately staff and resource the UA SCS and UA SBGS to sustain the use of risk analysis in directing operations; * Loss of political support for the implementation of border and customs management reform; * Wider institutional weaknesses that impact on the ability to successfully and effectively implement using of i2 systems; * Redeployment of newly trained i2 staff to other functions within the beneficiary agencies. Competencies Key expert: Analytical Software Expert /Trainer General: * Earlier international exposure, the ability to work independently but also in a multicultural environment is an asset; * Experience in the design and delivery of training. General professional experience * Previous experience in the design and delivery of training; * Ability to write reports and to draft clear and concise documentation; * Ability to establish priorities and to plan, coordinate and monitor own work plan. Specific professional experience * Specific experience in the use of Analysts Notebook and related tools in a law enforcement setting * Specific experience in training in the use of Analysts Notebook and related tools in a law enforcement setting. Required Skills and Experience * Master’s degree in Information Systems, Information Management or Bachelors with four years of experience in Computer Science or related discipline; * A minimum of 5 years of appropriate experience in a customs or border police (or similar) institution in the EU involved in the analysis of information for the purposes of law enforcement using tools such as analysts notebook; * Specific experience in matters related to the gathering, analysis and use of information for the purposes of risk management and law enforcement; * Experience in the design and delivery of training in the use of analytical tools; * Proficiency in English a pre-condition. Knowledge in Russian is an asset; * Experience in the region is a considerable asset. Office Accommodation * EUBAM shall make provision for appropriate office accommodation, with Internet access, for the duration of the project. Facilities to be provided by the Consultant * The Consultant has to provide adequate equipment that allows him to fully implement this assignment. This includes, in particular, a personal computer with appropriate software. Equipment * No equipment is to be purchased on behalf of the Contracting Authority as part of this service contract or transferred to the Contracting Authority at the end of this contract. * Any equipment related to this contract that is to be acquired by the beneficiary country must be purchased by means of a separate supply tender procedure. Transport * The Consultant is expected to arrange all of his/her transportation within Ukraine independently. EUBAM, whenever possible, will assist the Consultant in arranging the transport means, however all related expenditure shall be borne by the Consultant.
