Organizational Context:
UNDP is supporting the efforts of the Afghan Government in the complex process of
reestablishing its national institutions following many years of destruction caused by civil war and
factionalism.
While the state structures require re-establishment and physical infrastructure are rehabilitated,
the democratic state capacity building agenda need to be actively supported.
UNDP in close collaboration with the Afghan Government has identified principal areas of
cooperation through its diversified programme activities. In addition to the support provided to the
national security sectors, UNDP programme activities will focus on (a) State Building and Support
to the Government; (b) Democratization and & Civil Society Empowerment; and (c) Promotion of
Long-term & Sustainable Livelihoods for the Poor .
UNDP support to the Promotion of Sustainable Livelihoods (POSL) for in Afghanistan:
UNDP Country Programme aims to contribute to ‘’strengthened domestic economic opportunities
through area-based/community led initiative, private sector partnership, trans-boundary
interaction and accession to relevant trade platforms’’. In this context, UNDP’s POSLP Unit
works to improve human security and the quality of life for poor people through mainstreaming
gender, broadening economic opportunities, and promoting sustainable livelihoods including
sound natural resource management and disaster risk reduction. The portfolio directly supports
two of the 3 main pillars of the ANDS, namely economic and rural development and security.
UNDP’s main interventions in this area are achieved through the following thematic areas:
Specifically, the portfolio consists of the following projects: Afghanistan New Beginning

Programme (Disarmament of Illegal Armed Groups (DIAG)); Anti-personnel Mines and
Ammunitions Stockpile Destruction (AMSPAD), Alice-Ghan, Support to Vocational Training
Centre, National Area Based Development; Greening Afghanistan Initiative; Sustainable Land
Management; Comprehensive Disaster Risk Reduction; Center for Policy and Human
D evelopment; and Afghanistan National Development Strategy (ANDS).
The candidate(s) will be assigned focal responsibility for project portfolio (comprising of 2-4

Under the general supervision of the Deputy Country Director (DCD) (Programmes), the
incumbent reports directly to the Assistant Country Director (ACD), POSL Unit. S/He will
undertake additional functions as directed by the Country Director, DCD, or ACD.
Functions / Key Results Expected:
Summary of Key Functions:
The National Programme Officer will be responsible for the day-to-day management of one or
more projects/programmes within the Promotion of Sustainable Livelihoods for Poor (POSL) Unit
of the programme section. In this capacity, s/he will be entrusted with the following tasks and
responsibilities:
management and knowledge building.
1. Ensures implementation of Country Office (CO) strategies and work focusing on
achievement of the following results:
• Thorough analysis and understanding of the political, social and economic situation in the
country and preparation of substantive inputs to CCA, UNDAP, CPD, CPAP and other
documents;

Impact of Results:
The key results have an impact on the success of country programme within specific areas of
cooperation. In particular, the key results have an impact on the design, operation and
programming of activities, creation of strategic partnerships as well as reaching resource
mobilization targets.
