Background:
The purpose of the Afghanistan Research and Evaluation Unit (AREU) is to conduct quality action-oriented research that will inform policy and improve practice in order to increase the quality, impact and accountability of development programmes in Afghanistan. Fundamental to AREU?s purpose is the belief that its work should make a difference in the lives of Afghans.
AREU was established by the assistance community working in Afghanistan and has a management board with representation from donors, UN agencies and NGOs. AREU is currently funded from contributions by the European Commission, the Department for International Development (DFID), the United Nations High Commission for Refugees (UNHCR), and the governments of Denmark, Norway, Sweden and Switzerland and the World Bank.

AREU is seeking an experienced Information and Communications Technology (ICT) Assistant to assist with all aspects of AREU computing and communications requirements.

Duties & Responsibilities:
The ICT Assistant provides day-to-day support to AREU staff in the use of information and communication technology. The ICT Assistant will be based in Kabul and will report to the ICT Manager.

Under the direct supervision of the ICT Manager, the ICT Assistant has the following duties and responsibilities

1. Day-to-day troubleshooting of AREU Kabul LAN components, including internet connectivity, Microsoft Outlook mail system, printers and other network peripherals. Some work on AREU servers may also be required.

2. Installing, upgrading and troubleshooting hardware and software relating to AREU ICT systems.

3. Timely checking of all systems, updating anti-virus software, and making sure that all systems have updated virus definitions.

4. Identifying and analyzing end-users? needs and problems, using a client-focused approach and a constructive problem-solving attitude.

5. Maintaining a high level of security for the AREU LAN as defined in the AREU ICT Security Policy.

6. Assisting with keeping the inventory of all ICT-related equipment, if needed on a daily basis (this can involve issuing of computer hardware to staff, receiving returned ICT equipment, etc.).

7. Setting up and maintaining ICT hardware, including desktops, laptops, network printers, scanner and other equipment as required.

8. Upgrading client computer software and hardware under the direct supervision of the ICT Manager.

9. Maintaining and configuring AREU IP phones within the office, as well as in the staff houses.

Any other appropriate tasks as directed by the ICT Manager

Qualifications required:
1. Preferably graduate of an Institute or University in Information and Communications Technology or possession of MCSE and/or CCNA certification or equivalent qualifications.

2. Strong analytical skills, training abilities, and proficiency in reading, writing and speaking English, Dari and Pashto.

3. Knowledge of TCP/IP.

4. Excellent computer skills, preferably with ICT experience in Windows Server 2003 (and preferably also Fedora, Red Hat, Linux systems administration), Windows XP Professional, Microsoft Office 2003 software, and software firewalls.

5. Specific skills and abilities required include: installation, configuration, integration, maintenance, and support of: Hardware: network architecture, file servers, desktop and peripheral, installation of systems and applications software, hardware, network equipment configuration and backup systems Operating Systems: Windows Server 2003, Fedora Red Hat Linux, Windows XP, LAN and WAN administration.

6. Ability to work as a team player and integrate into a supportive and client-focused organization.

7. Highly developed sense of personal integrity and professionalism.
