Post Title: Engineering & Quality Control Advisor Organization: AISA Location: Kabul + Travels Duration: 12 Months (extendable) No of Post: 1 Sex: Male Nationality: Afghan Salary: Date Announced: 2008-03-24 Closing Date: 2008-04-08 Background: The Afghanistan Investment Support Agency (AISA), Government of Afghanistan, has received financing (as Grant) from the World Bank toward the cost of the Private Sector Development Support Project (PSDSP), aimed at improving the investment climate in Afghanistan for both foreign and domestic entrepreneurs. This project will support the construction of two Industrial Parks, at Hessar-e Shahi, Jalalabad of Nangarhar Province and at Kamari of Kabul Province. In addition to funding the development of the two Industrial Parks, the Project will also support the establishment of an appropriate legal, regulatory and institutional framework for overall industrial park development in Afghanistan and a range of capacity building and institutional development activities primarily in the AISA. The AISA will be the key implementing agency for this project. The AISA intends to apply a part of the proceeds of the Grant for the services of an individual consultant to work mainly as the Engineering and Quality Control Advisor for a period of 12 months, with possibility for extension. The service required is detailed below: Duties & Responsibilities: The Engineering and Quality Control Advisor, who has a sound knowledge in construction materials and materials testing, will ensure quality assurance and quality control in the construction process of the two Industrial Parks that involves construction of roads; bridges/culverts; buildings; water supply system including deep tube-well, overhead water tower, water transmission network and fire water network; storm water drainage system, collection and disposal; wastewater collection network, treatment plant and disposal; diesel generator power plant house; boundary wall and other ancillary civil works. He or She will support the Industrial Parks Development Department (IPDD) to ensure the use of quality of materials and will take assistance of the Testing Laboratory for quality construction, as required. The specific responsibility of the Engineering and Quality Control Advisor will be as follows: 1. Ensure proper quality of civil construction works by monitoring and quality control in the fields as per set standards and performance requirements under the Contract. 2. Carry out permanent on-site checking of construction materials, supervision/inspection of works under the guidance of Implementation Supervision Engineer (ISE) and/or Director IPDD, AISA to ensure quality of construction. 3. Assist ISE/Director IPDD, AISA to review engineering survey, design standards, and construction method of works for the Industrial Parks. 4. Travel to construction location and perform site inspections and field testing as per test frequency of item of works performed by the Contractors. Maintain proper specifications and performance standards as required under the Contract. 5. Supervise civil works undertaken by the Local and International Contractors. Identify defects therein (if any) and suggest remedial measures accordingly. 6. Train local engineers in supervision and maintenance of the civil works. 7. Maintain and control Concrete Mix design, for different Class of Concrete for different Structure constructed in the project. 8. Maintain and control in Asphalt mix design and construction practice. 9. Carryout the necessary supervision required for field works and bituminous pavement. Also check the ?Asphalt Plant?/Concrete Batching Plant during construction works going on. 10. Prepare Quality Assurance Plan (QAP), and establish Quality Control Testing (QCT) schedules and procedures. Maintain all results/records relevant to QAP and QCT. 11. Carryout testing (field and laboratory) as per prepared schedule of testing and evaluate results of tested materials/samples/specimen. 12. Prepare guidelines for sub-project quality control in the field. Arrange on-the-job training for masons, supervisors, foreman and technical staff as required. 13. Review technical specifications and recommend standard construction specification for all items of works for their effective use in the project works. 14. Carry out testing on all types of construction materials aggregates, cement, bitumen, reinforcement etc. to ensure that the specified materials are used. Maintain all results/ records relevant to testing of materials carried out in the field and laboratory. 15. Submit report to ISE to inform concern engineer and contractor of any material, which fail to meet up the requirement of specifications and standards, and recommend measures which are necessary to achieve compliance. 16. Assist ISE to joint measure of works performed by the Contractor, keep records and assist ISE to review Bill of Quantity of Works for making progress payment to the Contractor. 17. Assist the ISE/Director IPDD, AISA to review and monitor contractor performance and ensure that the project is delivered to time and cost targets, at acceptable quality standards. 18. Assist the ISE/Director IPDD, AISA to carry out contract administration, contract management and co-ordination of all project management activities. 19. Proactively assist the ISE/Director IPDD, AISA to manage the project, including site staff and contractors, ensuring that they meet the high standards expected by AISA, while delivering the project within its time and budget constraints. Coordinate with other project staff/AISA management staff while discharging duties and responsibilities. 20. Assist the ISE/Director IPDD, AISA to prepare necessary reports and records, and meet AISA/funding agency requirements. 21. Perform any other duties deemed necessary by the ISE/ Director IPDD, AISA. Reporting 1. The Quality Control Engineer will report directly to the Implementation Supervision Engineer or Project Director as appropriate. 2. The Engineering and Quality Control Advisor will submit monthly statements on status of quality control and testing of materials in projects works done for all contractors as required. Qualifications required: 1. Minimum Bachelor Degree in Civil Engineering and minimum 5 (five) years experience in Civil Engineering quality and control practices relevant to the construction sector in developing countries. 2. Have the experience of construction of different type Pavement and surfacing. 3. Have the experience of different classes of Concrete mix-design, under different condition of construction procedures. 4. Capable to review and re-schedule the construction methodology required as per field condition, in context of quality assurance and quality control. 5. Having the experience of construction of different type pavement surfacing. 6. Previous experience in Afghanistan would be viewed as added qualification as the candidate would work under Afghanistan conditions. 7. Completely proficient in computer software such as MS Word, Excel, PowerPoint, and Project. 8. Excellent communication and presentation skills; Good reasoning ability (define problems, collect data, establish fact, and draw valid conclusions). 9. Ability to work in culturally diverse groups of people and perform as team player.
