Background:
Adam Smith International (ASI) is a British consultancy organisation which has been working in Afghanistan on economic and government reform since early 2002. It is currently advising and supporting a Task Force established under the leadership of the Ministry of Counter Narcotics, which is working with various government organisations including particularly the Ministry of Finance and the Independent Directorate for Local Governance (IDLG), to develop a provincial-focused counter narcotics planning system that will deliver a significant improvement in the implementation of the National Drugs Control Strategy (NDCS).

Duties & Responsibilities:
1. As part of a team of international and national consultants support and advise the Task Force led by the Ministry of Counter Narcotics (MCN) with the Ministry of Finance and IDLG to develop a provincial focused counter narcotics (CN) planning system.

2. Advise and support the Ministry of Counter Narcotics in conjunction with other key government organisations to define the process of provincial focused CN planning; and to reach a consensus on the process with key ministries, directorates, provincial authorities and international donors;

3. Advise and support the Task Force to develop a set of objectives and a plan of the actions that need to be implemented in 2008 and 2009 to achieve real and visible progress in the implementation of the provincial focused CN planning system,

4. Meet with ministers and senior officials in MCN and key government organisations, NDCS Pillar Working Groups and relevant national and international organisations to present and explain the MCN?s plans for provincial focussed CN planning and ensure their support;

5. Keep accessible records of all documents, reports, correspondents, etc related to the work and objectives of the Task Force.

6. Create and draft reports, documents, presentations and other materials for meetings, workshops, publicity events and communications;

7. Produce minutes of all meetings, recording key discussions and decisions or agreements,

8. Perform miscellaneous job-related duties and administration;

9. Draft and edit ad-hoc and regular reports;

10. Assist in other tasks allocated by the Task Force Adviser and the Task Force Team Leader.

Qualifications required:
1. University degree or equivalent in project management, business administration or other relevant field.

2. At least 5 years experience in project management or implementation and communication at the national level with government and international organizations.

3. Ability to provide effective advice and support, and to work directly with ministers, senior officials and other stakeholders in the government at national and provincial levels.

4. Strong written and oral communication skills in Dari, Pashto and English.

5. Excellent ability to use computer software applications, particularly Word, PowerPoint and Excel.

6. Excellent presentation and communication skills, including the ability to make effective presentations at workshops and meetings of senior Afghans and internationals.

7. High degree of team sprit, and an enthusiasm to deliver positive and successful results.

8. Willing to work most of the time in Kabul and to travel to provinces across Afghanistan if required.
